Against what pokemon and which IVs? Thanks for the heads up! Outside of Master League, where 100%s are expected, this is difficult to do because of the enormous variations in the IVs you face. Despite technically being outclassed both as a Dragon and Ground type in Pokémon Go, it is still more dangerous than most of its draconic and earthy peers alike. That 15 ATK is all but mandatory for optimal chomping.
Really, the exact same merits that allowed Dragonite to do well in the Great League allow it to absolutely excel in the Ultra League, where its CP isn't anywhere near as held back. Honest question: is it worth it? Make it a Meteor Mash clone with 100 DMG and lesser energy requirement than Outrage, and it would function amazingly well from both the PvP and PvE side! The reason for this hasn't only been opening new slots to my pokemon, it's also due to level up (max out) several months that I previously used at around breakpoint levels for raid bosses.
