The biggest difference between the two (totally different and not the same person at all) characters is that Mr. L is super confident and brash and this would be reflected in his moves which, while mirroring Luigi would be delivered with force and impact making a character that is essentially a hard-hitting version of Mario’s younger bro. I kinda wish Mega Man got Roll as his Echo Fighter. They are responsible for multiple instances of crossovers that I like, they pretty much encourage players to make Mega-Man fangames like Sega does to Sonic, not to mention, they own Street Fighter, which is home to my favorite form of Ken: Violent Ken.
If I were to give my opinion on whether or not these 'rumors' hold any validity, I'd say they don't, and that Waluigi probably won't make it into Ultimate purely off the fact that he is already an assist trophy. The reason for this is because he has moves that are completely different from Mario, therefore eliminating the possibility of being an Echo Fighter.
